The Rockport Center for the Arts and a collection of galleries and studios give the community an outsized creative presence, and festivals and events run through the year. The pace is deliberately slow, oriented toward residents and visitors who value a low-key Gulf Coast setting over the faster rhythms of larger coastal cities.

Rockport's public schools are operated by the Aransas County Independent School District, which serves the city and the surrounding coastal communities. The district's campuses were significantly damaged by Hurricane Harvey in 2017 and have since been rebuilt and updated. A small portion of Rockport is zoned to the Aransas Pass Independent School District. The school system is a central part of community life in the Rockport–Fulton area, and the post-storm rebuilding brought modernized facilities to the district.

Rockport sits along State Highway 35, the main coastal route connecting the town to Corpus Christi to the south and the communities of the Coastal Bend to the north. The Gulf Intracoastal Waterway runs the length of Aransas Bay, supporting commercial and recreational boat traffic, and the Aransas County Airport in nearby Fulton serves general aviation. Corpus Christi, with its larger airport, port, and urban amenities, is within a short drive, making Rockport accessible while keeping it distinctly separate from the larger city.

Rockport Beach Park, a certified Blue Wave Beach, anchors recreation with its shoreline, playgrounds, fishing pier, boat ramp, and picnic areas. Memorial Park, a 100-acre community park, adds trails, sports fields, and birding sites. The area's position on the Central Flyway makes birding a signature activity, with the Connie Hagar Cottage Sanctuary and charter tours offering access to the region's birds. Kayaking, fishing, and boating on Aransas Bay and the Gulf Intracoastal Waterway are daily pursuits, and the Fulton Mansion State Historic Site adds a heritage destination nearby.
